Thus, on 10 January 2006, two leasing contracts were signed with the Ministry of Justice and, respectively, the Public Ministry. The aforesaid public authorities were financed by UniCredit Leasing Romania S.A. with the purpose of acquiring IT equipment and software for the update of their infrastructure.
During 2005, following the enactment of two Government decisions in this respect, the Ministry of Justice and the Public Ministry organised jointly a public auction with the purpose of endowing the Romanian judicial system (including the prosecutor offices and penitential facilities) with the necessary IT equipment. The development and update of the IT infrastructure was a main requirement in the reform, currently in progress, of the Romanian judicial system.
The bidders, reputed Romanian lessors, submitted their offers and, in December 2005, the public auction was awarded to UniCredit Leasing Romania S.A. which thus acquired one of the highest lease financings ever attributed in Romania through a public auction and one of the biggest IT auction ever organised in Romania. The breakdown of the IT equipment for each ministry is the following:
-personal computers 13,300 units (9,000 for the Ministry of Justice and 4,300 for the Public Ministry);
-laptops 650 units (200 and 450 respectively);
-servers 977 units (524 and 453 respectively);
-printers 5,250 units (2,060 and 3,190 respectively).
The IT equipment will be supplied by Intrarom S.A. in the next months and it is worth EUR 10,152,142 (total lease value EUR 10,956,239) for the Ministry of Justice, respectively EUR 7,925,943 (total lease value EUR 8,553,715) for the Public Ministry. The lease interest granted by UniCredit Leasing Romania S.A. was very competitive, in line with the financings obtained to date by the Romanian state, while the repayment will be done by the two Lessees in 16 quarterly instalments in the forthcoming 4 years.
In the light of the future accession to the European Union, the public auctions in Romania should be in line with the acquis communautaire Consequently, the Government enacted in 2005 a decision outlining the strategy to reform the public procurement system for the years 2005-2007, as well as an ordinance establishing the National Authority for the Regulation and Monitoring of Public Acquisitions. Under this frame, the result of the auction organised jointly by the Ministry of Justice and the Public Ministry is very encouraging for the Romanian leasing industry since the lease financing is thus confirmed as a modern tool for financing public procurement and public-private partnerships.
